A Healthcare-focused Analysis of British Columbia’s 2019 Budget

MORSE Consulting is pleased to release a new report by Stephen Filbey of WestPAR Consulting, one of its strategic partners, entitled A Pharma industry Perspective/Opinion on British Columbia’s 2019 Budget.

The NDP Government of BC, under the first non-majority legislature since 1952, has just released its second budget. With a strong economy, balanced operating budget, and an estimated $340 million in surplus over the next year, the NDP under the honourable John Horgan, are in a good position to stay the course.

Finance Minister, Carole James, presented the budget on February 19, 2019 which outlined their investments and objectives across five broader initiatives. This report examines those specific investments and objectives that are of interest to the pharmaceutical and related industries, mainly: Medical Services Plan Premiums, Building and Expanding Hospitals, Better Care and Shorter Wait Times, Cancer Care Services, Caring for Seniors, Opioid Overdose Crisis in BC, Provincewide Mental Health Services Approach, Expanding PharmaCare and Reducing Costs, and BC Tech: 106,000 Jobs and Growing.

Stephen presents the key BC Budget 2019 information and provides additional insight and commentary on the implications from the Pharma industry perspective. The budget is critical to the precarious situation in BC where the NDP combined with the Green Party hold 44 seats (41+3) vs. the Liberals 43 seats. We are approaching that moment in their term in office, where the NDP are trying to show they can govern while balancing a budget, enhance social programs, and support business, the Green Party is attempting to differentiate itself and prove it belongs at the table while supporting the NDP, and the Liberals are attempting to hold the NDP accountable while leveraging every opportunity to drive a wedge between the Greens and NDP.
