Associate Director

Anita is a strategic healthcare leader and market access expert with over 20 years of experience in public drug reimbursement, healthcare delivery, and system transformation. As a pharmacist with an MBA, she combines deep clinical knowledge, business acumen, and operational excellence to support clients in navigating complex reimbursement landscapes.

In her 12 years with the Ontario Public Drug Program and over a decade with the Manitoba Drug Program, Cancer Care Manitoba, and the Manitoba Transformation Management Office, Anita played a pivotal role in shaping key pharmaceutical reimbursement policies and strategic healthcare reforms.

During her tenure in government, Anita significantly contributed to several groundbreaking initiatives. She was instrumental in establishing foundational processes for the pan-Canadian Oncology Drug Review (pCODR), aimed at improving cancer drug evaluation and access. Anita also played a key role in developing Ontario’s evaluation framework for funding Drugs for Rare Diseases (DRDs), enhancing patient access to vital, innovative therapies. Additionally, she coordinated the initial operations and successful launch of the pan-Canadian Pharmaceutical Alliance (pCPA). Her extensive negotiation experience includes leading or participating in over 100 pCPA negotiations and a further 100+ Ontario-specific product listing agreements (PLAs), driving forward sustainable and innovative reimbursement strategies.

Beyond direct reimbursement negotiations, Anita led and supported broader transformative health system efforts. Her leadership experience includes guiding strategic operations and business development for a provincial cancer agency, optimizing acute care operations, and leading provincial pharmacy workforce and HR planning initiatives. Anita has also supported capital planning for healthcare infrastructure and played an integral role in significant provincial healthcare reforms in Manitoba, including the Clinical and Preventative Services Plan (CPSP), the COVID task force, the  Avastin First Model, and the establishment of the Pharmacy Shared Service initiative.

With deep expertise spanning cancer and non-cancer funding models, Anita has effectively collaborated with provincial governments, cancer agencies, private insurers, and community pharmacies to develop robust reimbursement strategies for Drugs for Rare Diseases (DRDs), cell and gene therapies, and other emerging pharmaceutical innovations.
