Roy is a pharmacist with 35 years of work experience. He has represented a public payer at the assistant deputy minister (ADM), executive director, and operational levels and worked with federal/provincial/territorial governments, private insurers, pharmacy wholesalers, retail pharmacies, and pharmaceutical manufacturers. Roy has represented his jurisdiction at the Canadian Agency for Drugs and Technologies in Health (CADTH), through both the oncology and non-oncology streams, as well as the pan-Canadian Pharmaceutical Alliance (pCPA) – at all levels including the Governing Council. Roy has also participated in numerous national initiatives involving federal organizations (e.g. Health Canada, the Patented Medicine Prices Review Board) on topics such as National Pharmacare, Biologics/Biosimilars, and Expensive Drugs for Rare Diseases.
