MORSE Consulting is a boutique market access strategy consultancy focused on helping pharmaceutical and biotechnology clients navigate the complexities of the Canadian reimbursement landscape. Our team combines real-world experience, deep technical expertise, and a nuanced understanding of both public and private payer systems to deliver practical, strategic advice across the product lifecycle—from early pipeline through to loss of exclusivity. At MORSE, we work closely with our clients as strategic partners, complementing and enhancing traditional HTA and submission activities with broader market access strategy, payer insight, and decision-making support.

About the Role

We are seeking an individual with expertise in the Canadian private payer landscape to contribute to client advisory projects and support the continued growth of MORSE’s market access consulting capabilities. As client demand for integrated public-private market access strategy continues to grow, MORSE is deepening its bench strength and expertise in private payer strategy.

This role is an opportunity to strengthen and expand our existing private payer advisory capabilities alongside an experienced consulting team. The ideal candidate will bring direct experience from one or more Canadian insurers or pharmacy benefit managers (PBMs), with strong insight into formulary decision-making processes, evidence evaluation frameworks, negotiation dynamics, and industry trends. Candidates from the pharmaceutical industry with extensive, demonstrated experience engaging with multiple private payers will also be considered.

This individual will work closely with MORSE’s consulting team to advise clients on private payer strategy while contributing to broader market access engagements. The scope, seniority, and salary of the position will be adjusted based on the level of experience.

Responsibilities

  • Advise clients on private formulary listing and product listing agreement (PLA) strategy across the product lifecycle
  • Provide strategic insight into how major Canadian insurers and PBMs evaluate clinical evidence, assess value, and make formulary decisions
  • Help clients develop integrated public-private payer strategies that account for HTA body recommendations and pCPA outcomes alongside private formulary timelines and processes
  • Develop payer engagement strategies tailored to specific insurers, PBMs, and group benefit plan structures
  • Develop and deliver client educational sessions and workshops on the private payer environment
  • Contribute to the development of strategic reports, payer landscape assessments, presentations, and client advisory materials
  • Collaborate with MORSE team members across market access engagements, including public reimbursement strategy, HTA positioning, and pricing
  • Support business development efforts, including contributing to proposals, identifying opportunities to expand client relationships, and proactively helping grow MORSE’s private payer capabilities in the market
  • Lead projects and client relationships as appropriate to experience level
  • Contribute to the development of internal staff through mentoring, coaching, and management activities

Qualifications

Key Experience

  • Direct experience within one or more Canadian private insurers or pharmacy benefit managers (PBM) strongly preferred; candidates from the pharmaceutical industry with deep private payer engagement experience will also be considered
  • Strong understanding of private formulary decision-making, clinical and pharmacoeconomic evidence evaluation, and PLA negotiation processes
  • Familiarity with how private payer decisions interact with public payer outcomes (e.g., HTA body recommendations, pCPA negotiations, provincial listing decisions)
  • Understanding of the broader Canadian market access landscape, including the roles of HTA review bodies, pCPA, PMPRB, and provincial drug plans
  • Nuanced understanding of the broader Canadian private payer environment, including differences in how major insurers, PBMs, plan sponsors, and advisors approach evidence review, coverage policy, and product access
  • Exposure to the broader private payer ecosystem through cross-organizational work, industry forums, payer meetings, conferences, or sustained stakeholder engagement is strongly valued

Preferred Qualifications

  • 5+ years of experience in private payer strategy, formulary management, or market access consulting
  • Deep, established relationships with major Canadian insurers, PBMs, group benefit consultants, and other relevant stakeholders in the private payer ecosystem
  • Experience across multiple therapeutic areas; oncology, rare disease, or specialty drug experience is an asset
  • Graduate degree in a relevant discipline (e.g., health economics, pharmacy, science, biomedical sciences, business) is considered an asset

  • Strong analytical and strategic thinking
  • Excellent communication and presentation skills, with the ability to convey complex payer dynamics clearly to diverse client audiences
  • Strong client-facing skills, including the ability to build trusted advisory relationships and manage stakeholder expectations
  • Ability to manage multiple projects in a fast-paced consulting environment
  • Highly self-motivated, proactive, and business development-oriented, with an interest in identifying opportunities and contributing to client growth
  • Ability to work effectively in a remote, collaborative team

Location

The successful candidate will work remotely, collaborating closely with the team virtually. While MORSE is based in Toronto, we are open to candidates located anywhere in Canada. Periodic travel for in-person meetings and conferences is expected.
Note work authorization in Canada is required.

Compensation will be commensurate with experience and level. MORSE also offers a competitive benefits package and a flexible, remote work environment.
